Many businesses in Ireland, where I live, supply their employees with diesel vehicles as these deliver about 25% more miles per gallon. In Ireland, diesel is about 10% cheaper at the pumps.

Road fuels in Europe are much higher than in America, so there is a huge incentive to reduce fuel costs. (A gallon of road diesel costs the equivalent of US$7.50 in Ireland and in some European countries such as UK and Norway, as much as US$10)

Company vehicles which are mainly used in cities are often fitted with speed and/or rev limiters to cut down on fuel consumption, reduce crazy acceleration and eliminate speeding fines.

Two convictions for speeding in Ireland, during your lifetime, mean you lose your driving license and must wait a year before applying for a learner permit (which you must hold for a year before you can apply for a driving test). There are also massive fines imposed, and the real likelihood of jail if the speeding resulted in an accident, injury or death.
